I'm getting a 404 error (File not Found) when trying to use SSI on Windows server 2003 and IIS - what gives?

This is a result of new security enhancements put in place by microsoft.  You need to enable Server Side Includes as follows:

In IIS console, open the "Web Sites" folder, then click on Web Service Extensions.  On the right hand pane, you'll see services you can prohibit or allow.  Right click on what you need and turn it on.
