How can I get a "hint" to pop up when I mouseover a link on my site?

Add this parameter to your <a> tag:

title="This is a hint"

So your full link should like something like this:

<a href="/index.php
" title="This is the homepage">Home</a>


Here's an example:

Home

When you hold your mouse over the link, the text should pop up - no javascript or other fancy tricks required!
